It depends on how the Moonlanders’ military/societal ranking worked. She seems to have been Lunaris’ right hand, but that doesn’t necessarily mean she was right below him in rank. He could have simply had her around as an aide. In the United States and British militaries, the rank of captain-the highest she reached-is actually quite a few ranks below general.

Of course, between Penumbra’s betrayal of Lunaris and his subsequent removal from power, there’s no telling what’s going on with the Moonlanders at this point. Though it seems we will be getting an episode this season that will hopefully reveal more.

I doubt Lunaris cares about Penumbra anymore, if he ever did, given that she's a big part of the reason he's now stranded in Earth's orbit aboard another "moon". As for Penumbra, I suppose she might still care for him, though his betrayal and attempt to wipe out Earth has surely dented her opinion of him.
