I do not think that Gandra is pure evil. In this episode, when she was facing off against the family, the worst thing she did was throwing a flash bomb at Dewey and Webby. Plus, she even says, “On the one hand, I don't want to hurt you two,” meaning that unlike the other F.O.W.L agents we've seen, she does not like violence. I think she became F.O.W.L to pay for her experiments because that is basically the only reason she worked for Mark Beaks, so unless she's changed her personality, I feel like she's just using them for funding and resources, like what she said she was using Beaks for in “The Dangerous Chemistry of Gandra Dee.” I do feel that she truly loves Fenton because she helped him defeat Mega Beaks and gave him the way to stabilize Fentonium, which she wouldn't have done if she didn’t love him. There is a very good chance that she will be redeemed because on Frank Angones's Tumblr, his one word description of her arc is “acceptance,” which I'm interpreting as her accepting that Scrooge and his family are good people and like to adventure. I feel like Fenton will help her see that, and she'll turn her back on F.O.W.L and join McDuck Enterprises as their main scientist.

Nice theory! That’s just two more problems -

First, why neither Webby and Huey felt surprised when they knew Gandra is F.O.W.L. nor tell Fenton the truth about his girlfriend immediately?

Second, how will Fenton reacts once he knew OR even saw with her own eyes Gandra is F.O.W.L.? Sad? Angry? Felt betrayed? (Remember what Fenton’s mom said? She’s gonna fight Gandra if she broke Fenton’s heart!)

I don't think she's pure evil because she hesitated fighting Dewey and Webby due to them being kids. She didn't want to seriously injure them.
