Do you think Negaduck (Jim Starling) is part of F.O.W.L? Or he might be the main villain of Season 4.
I don't think so. But he could be the villain of the upcoming Darkwing Duck reboot or spin-off.
He 100% will be the villain of the upcoming Darkwing Duck reboot. After all he is Darkwing's evil counter-part and primary nemesis. Hopefully he is also revealed to have been from the Negaverse.
