I suspected that Darkwing villain Bianca Beakley/Bugmaster was going to be Webby's mom.She's been confirmed to be a character from the old show in-universe, however, so I'm not sure if it could still work.

Well, a version of Bianca could still be Webby’s mom. It’s possible in the 2027 continuity that she and the Bugmaster could be separate characters. Or Bianca could have been a TV personality who scored a guest role in the Darkwing Duck show.
