If Bradford Buzzard and F.O.W.L. still has cloning resources in secret from the very beginning of the series, he could’ve authorized Heron to make a clone of a well led businesswoman Zan Owlson from Season 2. After seeing her amazing business skills and her negative experiences involving Flintheart Glomgold and Louie Duck, especially the invasion, she could make a perfect addition to the organization.

However, Bradford should know that Owlson would never be part of F.O.W.L.’s plans of world domination along with destroying Scrooge McDuck and his family even if it is part of a way to preserve the world from destructive events caused by most of McDuck’s adventures. So they decided to make a clone of Zan Owlson and have a secret kidnapping of the real Owlson and taken prisoner until being rescued in the series finale. With that clone along with Owlson’s personality and skills, but loyal to F.O.W.L., she could instead of being Mayor of St. Canard, tries to reclaim Glomgold Industries from Flintheart Glomgold or become Mayor of Duckburg with a little help from her assistant (also a F.O.W.L. agent). With that, F.O.W.L. gains more resources and support in secret while at the same time keeping a closer eye on Scrooge McDuck and anyone close to him. Even use low threat villains and flaws from family like Louie as distractions to cover their tracks.
