I think Zeus is mostly just selfish. I guess that counts as broken.

I thought he was Pure Evil or Influenced, but now think he could be both pure evil and broken because for pure evil for being very selfish and arrogant and being broken for... well Scrooge came along as in Zeus' first appearance (since Season 1, ep 12). But that is just my opinion so far.

I think broken is the best fit. Zeus does have some redeeming qualities, so I don’t think he’s pure evil. He does seem to care at least somewhat about Storkules and maybe Selene. Unfortunately, he also has a pretty warped sense of right and wrong. This leads him to justify pretty messed up behavior for the sake of achieving victory.
