In the Ducktales 2017 television series, in the episode "The Depths of Cousin Fethry!" Scrooge along with the antiquated telephones of Fethry Duck and others there was a very old one with a chat Cape Suzette.
While later in the episode "Storkules in Duckburg!", Scrooge visits the Duckburgs in hopes of making a business deal, but is initially thwarted in finding a means of transporting lemons from the Duckburgs to Duckburg. This situation is (problematically) remedied by using the Harpies captured by Storkules and trained by Webby. McDuck's idea to open a lemonade business could be due to his unknown partnership with McDuck as Khan allowed him the deal.
However, there are theories that Shere Khan dead and McDuck's partnership has long since ceased, hence the old chat phone. We understand this conclusion from Louie and Huey's mention in the episode "The Shadow War! Part 1: The Night of DeSpell!" he seems to mean that the Cape Suzette have resigned since they say that the only exciting thing about this town is a cracker factory and not some tall building like Khan's. in "Storcules in Duckburg!" in the background of the city no building can be seen but only factories.
With all these clues we could say that Scrooge is not working with Khan since in "The Lost Cargo of Kit Cloudkicker!" nothing new was revealed, but yet in the above episode "The Shadow War! Part 1: The Night of DeSpell!" Donald appears to be holding a ticket to the Complexes where a building similar to Khan's can be seen in the image which means either he is alive or he is not and someone else has taken his place.
We can't be sure of anything until the new TaleSpin Reboot series from Point Gray Pictures comes out.
