Commissioner Haggard (voiced by Keith Ferguson) was an anthropomorphic dog and police commissioner from the proposed Darkwing Duck film reboot, Darkwing: First Darkness. During the film's trailer he is speaking to Drake Mallard's Darkwing Duck, telling him that what he's doing is "too dangerous!" Darkwing smiles in response, with this line presumably being a setup for his catchphrase, "Let's get dangerous!"
