The Intelli-Ray was a ray created by Black Heron that reduces or increases one’s intelligence. The Third Eye Diamond, which was previously stored in F.O.W.L.’s archives, was a key part of this ray. It was tested on the Rescue Rangers. It was a part of Black Heron’ plan to make Scrooge McDuck idiotic and Steelbeak’s plan to make Duckburg’s population imbecilic. It was created much to the scrutiny of Bradford Buzzard.
Later, after the episode it originally aired in, but before The Last Adventure!, Steelbeak gave the ray the ability to turn people into mindless slaves, but also make himself smarter.
